Kern River Valley Fire Safe Council Electronic Meeting October 21, 2010

Attendance: Lloyd Smith, Ed Royce, Sharon Rooney, Christine Hancock, Gordon Hancock, Chris Horgan, and Kimberley Cushman

President's Activities: Lloyd and Ed developed and submitted a grant proposal to the Resource Advisory Committee (RAC) for Defensible Space Demonstration and Assistance for Hardship Cases for $6,000. The proposal was presented to the RAC on 23 September in Bakersfield (matching 145 miles). Their response was very favorable. We should know whether this proposal will be funded by the end of the calendar year. Effort under this grant would start no earlier than June 2011.

Lloyd met with Supervisor McQuiston and his assistance, Judy Hyatt, in Ridgecrest (matching 52 miles) to discuss our grant processes and how they are impacted by the current Kern County Fire Department policies and operations.

Upon receipt of Patrick's resignation Lloyd and Ed discussed possible grant administrator candidates with local civic leaders. Ed developed an announcement, which was then circulated to interested individuals. Candidate applications will be reviewed, and candidates interviewed, in an attempt to find a suitable candidate for a November start and overlap with Patrick.

Lloyd has identified Don Davis as willing to accept the Chipper Day committee chairmanship. Lloyd made contact with Gordon Ehmann to arrange handoff of the Chipper Day material to Don.

Nominations for the 2011 Board of Directors must be made at our November 18 meeting. It is everyone's responsibility to identify nominees; nominees that are willing to take responsibility for managing the activities of the Kern River Valley Fire Safe Council. Remember, no nominations, no board of directors, NO KRVFSC!

The next stakeholders meeting will be Thursday, 18 November, 0930 to 1130 in Supervisor McQuiston's conference room. The Fuel Reduction Collaborative that researches and prioritizes the fuel reduction projects will be held on Thursday, 21 October, in the Kernville Chamber of Commerce conference room from 0900-1100.

Treasurer's Report:  We received from the California Fire Safe Council: $20,600 for the Bodfish III grant & $17,800 for the Burma grant.

Check for $50 was paid to the Kern River Valley Chamber. Check for $350 was paid to Zurich NA for the Accident policy. Check for $6,108.43 was paid to Kern County Fire Dept for Burma grant.

Fund Raising Committee-Lloyd Smith:  A total of $2,235 has been donated this calendar year. No new contributions have been received.

Education Committee/Speaker's Bureau-Lloyd Smith and Ed Royce:  Lloyd is scheduled to give a presentation to the Exchange Club on 11 November. Ed, Debbie Santiago, and Nickie Washington will be doing a program for Valley View property owners Saturday, December 11th.

Website Committee Report-Ed Royce:  Minutes and news articles have been added. Robin's name has been removed from the chipper page. An invoice has been submitted for payment.

Grants Committee-Ed Royce: Patrick Pontis' detailed monthly report is attached. Briefly:

Work is under way on our 2010 Burma Extension and Bodfish III projects. The crews have completed about 37 of the 41 acres in the Burma project and 4 acres in the Bodfish III project. (updated from Patrick's report.) Patrick will be submitting a quarterly report on these projects the end of October.

On our Forest Service Alta Sierra Project 38 acres of fuel treatment have been completed. Since piles have not yet been disposed of, we will consider these acres only 85% complete. An invoice is expected from KCFD momentarily.

All information requested in support of our 2011 Grant Projects has been submitted. We should be receiving a Congratulations letter for our projects and the Sub-Award Letter and Contract shortly.

The meeting date for the KRVFSC Collaborative Group to discuss and recommend projects for 2012 is scheduled for 21 October. Anyone having suggestions for projects should talk to Lloyd or Ed before then. The KCFD has indicated that they will support only maintnance projects in 2012.

Patrick has notified us that he will be retiring as Grant Administrator at the end of December. As reported in the President's report, Lloyd and Ed are actively recruiting for a replacement. An RFP is available for anyone interested in the job. The RFP will close the end of October.

As reported in the President's report, we submitted a proposal for $6000 in funding to support a Defensible Space Demonstration (Demonstration Lot) and Assistance for Hardship Cases project. The proposal has been recommended for funding by the Forest Service Resource Advisory Committee and the District Ranger. The final decision will be by the Sequoia Forest Supervisor.

The state FSC 2012 Grant Writing Workshop will be held in Bakersfield on Thursday January 13th. The workshop will be held in the Bakersfield BLM Office Conference Room from 0900 to 1400. Debbie is coordinating with Cathy Brooke on the details.

GRANT STATUS UPDATE

Bodfish III Fuel Reduction Project

The project has started, but there is no acreage to report as of October 12th. I plan to visit the project the week of October 18th.

The 4th Quarter Accomplishment Report for the project will be submitted to CFSC by the end of October. Please continue to keep track of your "Match" meeting hours and mileages for the December Quarterly Accomplishment Report.

Burma Interagency Extension Project

According to Derrick, the crew has completed about 37 acres of the 41 acre project.

FS/KRVFSC Alta Sierra Grant- Altogether, there have been 38 acres of fuels treatment accomplished. Since the piles have not been disposed of we will use the 85/15% ratio for project billing. We are expecting an Invoice from KCFD sometime this month.

2011 Grant Projects- The CFSC should have all the information they need for our 2011 Grant Project's. We should be receiving a Congratulations letter for our projects any time. When we receive the Sub-Award Letter and Contract, it will need to be signed and dated by the President and returned to CFSC.

2012 Grant Proposals- October 21st is the meeting date for the KRVFSC Collaborative Group to discuss and select project proposals for 2012.

CFSC News/Update-- Cathy Brooke has scheduled a 2012 Grant Writing Workshop in Bakersfield on Thursday January 13th. The workshop will be held in the Bakersfield BLM Office Conference Room from 0900 to 1400. Debbie is coordinating with Cathy on the details….the meeting is designed as a step-by-step process for new folks writing Grant Proposals, the expectations and pitfalls to avoid….more info should be coming soon.
